It’s literally a picture of a tree (Mù 木) with abundant extra foliage. It also came to mean Not Yet, for reasons unknown. Possibly meaning Not Yet Ripe — ie, not yet (but nearly) time for harvesting stone fruits (peaches, plums, etc) from trees. This would match its use as the name of the 8th month in the Chinese calendar, which comes shortly after midsummer. Jì 濟 was historically the name of a river that began at mount ZànHuáng 贊皇山 in FángZǐ 房子, ChángShān 常山, and flowed eastward into the river Zhī 泜.
